Performance Indicators - all the details
| A Performance Indicator (PI) is one of the tools used to measure and manage performance and thereby assist in delivering and improving service standards across local authority services, and within housing associations. PIs have a role in generating continuous improvement for tenants and local communities alike, and are one way in which local authorities, housing associations, service users, auditors, Audit Commission inspectors and others can judge how well a landlord is performing. Statutory Best Value Performance Indicators (BVPIs) for housing are set nationally by government for local authorities. |
| PI data is primarily collected from associations in two ways: an annual statistical return, the Regulatory and Statistical Return (RSR); and the ongoing COntinuous REcording (CORE) of lettings. In 2003, financial PI data was collected through a separate on-line system. |
| Each year, data is collected and published for a national set of mandatory PIs. In 2001 the PIs were changed significantly but differences between 2002 and 2004 have been small, which makes comparisons over time easier and more useful. In 2003, there are 20 General Needs PIs and 10 Supported Housing PIs. These PIs are analysed in a number of ways. For General Needs, there are several different combinations some based on the stock which associations own, others on the geographical region where they were registered, and others on particular characteristics, if they were stock transfers or classed as BME. |
| PI data is used in several ways within the Housing Corporation. It contributes to decision-making about associations by regulators, and those responsible for investment. Regulators, for example, also will look for evidence of associations using the PI information in managing their own performance, in the targets they set and in their strategies for continuous improvement. The collective data allows the Corporation to make assessments on the performance of the housing association sector. In some cases, this information is important to government and the delivery of national housing targets. |
